Legal.
CAMED guides and coordinates its service within the Colombian normative framework applicable to medical and scientific cannabis.
Act 1787 of 2016
It forms the legal basis for the medical and scientific use of cannabis and its derivatives on national territory. It lays down that the State shall exercise monitoring and supervision over the whole value chain (seeds, cultivation, production and dispensing) for medical purposes.
Decree 811 of 2021
It amended Decree 780 of 2016 and organizes secure and informed access to cannabis and its products for medical and scientific purposes. That's the current operational framework on which prescription, health monitoring, licences and authorized products are supported.
Future development
Decree No. 1138 of 2025
Decree 1138 of 2025 has been issued and creates a pathway for authorizing cannabis flower as a finished product for medical purposes. However, the decree itself requires subsequent technical regulations. CAMED does not currently base its operations on selling or dispensing flower under that decree.
